Fifth Element is pretty dystopian. The cops can search and seize you at any point. You're just a cog in a soulless corporation that can fire thousands of employees on a whim. Crime is through the roof. You can get mugged at gun point just opening your door. Korbin just gets super lucky that he finds Leeloo and also has some connections in the military

The planet in Blade Runner is already dying and being abandoned. They said everyone is rushing to the offworld colonies and there's huge empty buildings. That's why Sebastian gets an enormous hotel to live in by himself.
