BUT the addition saved the show AND got great reviews with critics, which is why Simons went the stealth anthology route and added the actor who played Littlefinger on GOT and made him up in everyone's faces

IIRC there is a plotline about how Baltimore is expected to be reported on "in its Dickensian aspect" that comments on this underlying condescension: the black plotlines were treated as if they were from a different time or place than Hollywood's vision of America around 2000 (think of shit like American Beauty).
