I am currently rewatching the OG trilogy. The movies are so dirty looking and have a little cheapness in the costumes but...they look and feel 1000000x more real than the prequels.

Was all the handmade sets and robots and odd costume design just too much work and time compared to CG?

Because interior shots are easier to control and make look real. Same reason the bar in Casablanca feels very dingy and realistic, but every outdoor scene feels cheap and corny.

The prequels' visual problem is not a lack of practical effects.
It's also not that it has a high amount of CG.

It seems like Lucas was fucked from the moment he decided to move forward with a prequel trilogy. If star wars is all about the skywalker family, as lucas says, there's no real tension because we know what happens to everyone. Some new characters need to have interesting arcs or else there's nothing. The lengths people go to enjoy Darth Maul, Count Dooku, Jar Jar, or Mace Windu as characters is a major indictment of all prequel OC.

The thing to do would be to cut the jedi council almost completely. They should've been shadowy archwizards, with Yoda keeping his mystique. Obi and Qui-god dialogue can easily relay everything from the council. Mysterious council = mysterious jedi ambassadors. Instead of the council they should've given Windu a detective story like the second film, he prowls coruscant searching for the phantom menace. That makes him a real character with an unknown future. Then in the second movie Windu can discover the clones and . . . is this really the time for fan service? Do fans want Boba Fett's father to be every person in the clone wars? I would make the bones scarier like they're actually five year old mega manchildren or whatever. The Count Dooku character should've been undercover as a jedi and he should've been a rival to 2nd film Anakin. The current character is superfluous. A treacherous and arrogant jedi would represent the aspects of the jedi order that Darth Vader eventually rebels against, as it currently plays they did nothing wrong. There, I fixed it.
