Richie was pretty mild compared to some of things other members of the Sopranos crew did. Paulie and Chris murdered a waiter who complained about receiving an inadequate tip. The wagie was obnoxious and wrong for doing that, but he didn't deserve to be murdered.
His paramour and eventual murderer was more evil

In fact I'd go as far as to say that Richie's pretty average in terms of "evilness" compared to all the other mafiosos in the show. Paulie probably is the one who committed the most unnecessarily cruel acts in the show. Suffocating that old woman in her own home, beating up and crippling Dick Barone's son, etc. Then on top of that needless cruelty, he's also by far the most blatantly greedy, self centered and disrespectful member of the family; All the beefs with other captains over demanding a bigger share of money, sniffing Adrianas panties at Chrissy's crib, no other member is this disrespectful with his mafia peers. And on top of THAT, he's also a disloyal, traitorous rat, selling out his own family to the Lupertazzis. He's by far the worst, but he stays respectful enough to Tony (on the surface, behind his back he obviously betrays him) for him to never get in any serious hot water.

Whereas Richie only hurt people he felt owed him something, he never randomly attacked people. When I first watched the show as a kid I thought he was the biggest scumbag in the world, but subsequent viewings make him seem a lot more reasonable. He gets out of prison and he has to answer to a guy 15 years his junior running his dead brother's family who absolutely does not treat him with any real respect and whose protégé put hands on his niece. Beansie being a nice, friendly guy doesn't make him right in going legit off the back of dirty money only to abandon the people who gave him the opportunity. After we see what eventually happens to Vito, Janice was way out of line to even suggest his son could be gay. He was right to be livid that a guy who owed him money (who he had cut a break) was gambling at Tony's poker game. And shit, Tony, even if you don't like the jacket, it was a gift, don't give it away. Furthermore, I don't remember Richie ever killing a civilian like half the other crew ends up doing at one point or another.He's menacing and unpleasant, sure, but as far as "most evil" he probably wouldn't even make the top 10 on the show.
