The official lore says 1 Frodo and 3 body doubles. The common bad guys don't know which one of them has the ring. They're outnumbered and outgunned so their strategy is subterfuge and stealth, else they'd just amass all of the armies of the elves, humans, dwarves, etc. and march on Mordor directly.
