The small bit where they're foaming in him in the center of the screen but they have two panels of ross and the other guy cutting into the middle is perfect, there's no dialogue happening with hulk and there's no action happening with the humans so you can focus on both simultaneously without bogging down the pacing at all. There are some places where it's not great but at no point is it ashamed of its roots and its more cohesive for it.

I rewatched this when I did a full MCU watch (fuck you yes it IS canon the official canon Edward Norton hulk directly references it multiple times) and I was awestruck how good it was. I was taken to see it at a drive-in when it came out and the only part I remembered was the dogs. But the whole movie was almost Shakespearen, especially the ending monologue between Bana and Nolte. I suspect people hated it just because it WASN'T as silly as the Lou Ferrigno show and they didn't understand how to quantify that so they just subconsciously decided "this is weird, why are they taking this so seriously it's a giant cgi green guy". If the same exact movie came out anywhere from 20010-2019 it would have been hailed as a masterpiece

No it wasn't. It just made movie-goers angry that "The Incredible Hulk" got a movie adaptation when that's clearly for COMIC BOOK DORKS (just before "Iron Man" came out and started the Marvel masquerade).
