Not him, but it was indirectly. Actions such as portrayals in media sometimes have unintentional consquences because not every human being is as consciousness as every other.

In literally the first episode the main character talks about how various drugs were extremely helpful for her issues like ocd - pharma drugs are often just as bad as illegal ones. In the second episode she literally says "I know you're not supposed to say it, but drugs are kind of cool!" followed by a pleasant dreamlike/lesbian type experience. She's clearly not intended to be a loser and if she is she's one that people could see themselves as.

This gives the producers content to work with, but at the expense of normalizing drug use among young people, especially among the vulnerable. Breaking Bad was objectionable enough, this is really insidious.

It's the tried and trusted tv formula to have everything more outrageous than ever seen on tv before: usually sexually has the biggest effect but also drug use and violence.

Back in the 80s Baywatch was enough to cause consternation from the Karens and religious puritans of the time.
In the 90s the likes of NYPD for example that scene with the nude woman and the boy seeing her, and just relationships in general.
Sex and the City came in the late 1990s and was clearly intended to shock like never before.
And these would all inspired newspaper articles on the decadence of society. They were a big thing at the time.

But then it seemed like that was about it, that tv couldn't really get any more degenerate without going completely against guidelines. But there was one last twist in it - those guidelines didn't apply to cable.

After the Sopranos success it began to be realized that cable tv like HBO could make quality megabudget tv that would appeal to the masses and it could have gratuitous sex and violence etc. - and man did Game of Thrones indulge itself in all of this. Rampant nudity, bdsm, literal sex and pornography on screen, at least softcore. Spartacus later also had obscene sex scenes.

So again you could be forgiven for thinking that was the end of it, noone could do something more shocking than all that. Like it would be unimaginable how they could push the limits further than that.

And yet... they somehow managed to do it. How is it physically possible to shock the public morality more than that?! uhh... I'll leave that for you to find out.
