Trying to hold the galaxy in their yoke with a conventional military will slowly whittle them down. It's simply unsustainable. The Death Star is meant to make the act of defiance inherently useless. A military can be counteracted by another military. You can't militarily defeat a nuke/Death Star. We already see what not having a Death Star does to the Empire in the 4-5 years between ANH and RotJ, the Rebellion goes from 30 X-Wings in garage to a full blown civil war where the Rebels can field fleets of warships capable of fighting Imperial fleets on equal footing. The only other solution is for the Empire to not be so evil so people stop getting angry enough to take up arms against it. But much like the Nazi's in real life, the Empire is ideologically incapable of NOT pissing off literally everyone else. Thus the Death Star is the Empires only real shot at survival.
