Harry was banging Laura Moser, but they only met a few years after Dexter was born - he is not Dexter's biological father.

There's an episode in season 1 when Dexter finds out his biological father had just died and he inherited his house. He goes on a road trip there with Rita, and Deb & Rudy/Brian invite themselves along too. I think they also heavily imply that Brian killed the bio-dad but I can't remember for sure.
