Some of the Jedi Master's were unhappy he had devoted such time to seating and not on proper Jedi studies. >>220013529He made the mistake of acknowledging the existence of a jedi temple in the 80s so it was depicted hundreds of times by that point. There was no cinematic purpose to making more films because the universe was so wrung out. All he could do was another installment of fanfiction with familiar names and places for fan service. Star Wars was too big of a sacred cow. That's why coruscant and the temple and the prequels feel so dead, it was impossible to venture into that galaxy with the same enthusiasm and almost impossible to take it in new directions. Even the tone of the first trilogy is so legendary and so distinctive that the prequels have no choice but to limply imitate it. Cutting the council would create a less universal tone that EU fans always crave, a smaller story in the same setting, but Lucas didn't really have that option.
