Gollum is the one who destroyed the Ring, either from a chance slip while dancing in joy (book) or fighting Frodo for it (movie). He was the most lordly of hobbits, and his long years of Ring-abstinence had given him a will of steel, but he was still just a hobbit. If you don't already have the ability to command others (through fear, charisma, magic, etc), it won't do anything, because 0 x 1 million is still 0. Frodo only had a bit of power, but he was able to imperfectly dominate Gollum. The Nazgul were uniquely vulnerable to the One Ring, because they were slaves to their own Rings, and those Rings were slaves of the One. Even so, Frodo wouldn't have been able to dominate them, only keep them from approaching him.
