Remember, their number one priority was getting everything done the cheapest way possible. They were armed entirely with off-the-shelf equipment originally designed for the consumer market, like the AATs being crewed with individual droids rather than being dedicated automated platforms. Actually intelligent, adaptable, and competent droid brains are expensive. A mall cop jury-rigged into a soldier is not.
