Because contemporary authors need characters to be related in some form or fashion to give emphasis to their writing where otherwise none exists.
I say contemporary, but this happens in older texts as well. Hell, look at the New Testament. Jesus Christ has fuck all character or personality, but he's the son of God so I guess he's a big deal of sorts. Fuckin' wanker.
