The conflict is that now that Paul is the Emperor and has unleashed his fanatical Fremen warriors across the galaxy, other factions are plotting with each other to kill Paul Atriedes. Harkonnens aren't around this time, but the Corrinos, Spacing Guild, Bene Gesserit, Bene Tleilaxu, disillusioned and Rebellion Fremen and others are all conspiring to kill Paul Atriedes.

no, the Corrinos are still alive, the Bene Gesserit and the Spacing Guild are...but as others have pointed out: Paul is the bad guy. He's Space Hitler and he knows it.
