I kinda doubt it was that much, TNG was innovative at the time for composting all their effects directly with video, a 75% opaque hologram with a glowing effect would be really simple with the technology available to them at the time, which they were using in every episode.
Probably just the amount of extra time faffing about to shoot these things was what they got tired of.

Could be, it's hard to tell how much damage is occurring sometimes. How many times did Voyager's hull start to buckle? That can't be good for the frame.
Speaking of, I like how in that new Voyager game you start out with much of the decks completely wrecked, needing to be cleared before you can start to reclaim them. Early Voyager episodes should have had at least a scene or two of fucked up hallways, blocked turbolift doors, a deck that's full of some noxious leaked gas, etc. Something to show how damaged the ship initially was, getting gradually cleaned up over the first few episodes.

I just watched this episode where they're fretting over their energy reserves and they lose 20% of what they had idue to a misadventure in a nebula (the famous one with coffee in it), Janeway decides with no other options, she must give up on coffee.
Halfway through the episode Paris drags Kim into a holoprogram he's made of a French bar and at the end most of the main cast are hanging out in there, they never talk about how much energy running the holodeck must take...

There's be some residual phaser energy to indicate a weapon had been discharged of course, and unlike some weapons a phasers can be tuned high enough for full vaporization so there'd be no remaining organic matter that could be matched to the missing victim. You'd have to do it outside of a ship or starbase, since you're monitored by the computer constantly on board any Starfleet post, and you'd have to get him to leave his combadge behind (and leave yours as well). Finally you'd just need an alibi tight enough to evade serious investigation by an experienced detective, maybe stage a convincing accident to explain the ensign's disappearance.
Not that I've given much thought to young mister Crusher nor his hypothetical demise.
