The only exception was premium programming like HBO which was more interested in prestige stuff over a genre blend made by Joss Whedon who at the time was known as the Buffy guy not the Marvel guy, and as much as I like Buffy it was considered extremely trashy by the standards of the day. As for why the ratings were so bad? Fox moved the timeslot a bunch, the advertisers couldn't cleanly slot it into a genre and audiences back then were unwilling to take risks or think too hard about a plot. Cowboys AND space was unironically a bridge too far for the gen X and boomer crowd to deal with, millennials loved it but weren't a major market yet.

It's a myth that Fox didn't "understand" Firefly and wanted it to fail. The Fox executives liked Firefly when it was pitched, liked it when they paid to produce it, and liked it when they saw the dailies.The actual reason Firefly got shitcanned was that American Idol came out in summer of 2002, and it was a megahit that was cheap to produce and absolutely printed money. So the beancounters decided that "let's ditch all this scripted stuff and go all reality TV." Almost every other scripted program at Fox was dumped in the second half of 2002, due to a company-wide pivot to all-reality television. Ally McBeal, The X-Files, and Dark Angel also got cancelled, and those were much more established shows than Firefly. 24 had also just aired its first season, and was also going to be cancelled too, until strong DVD sales during the holiday season caused someone to reverse the decision.

While Firefly takes a more X-Files approach where there are self contained episodes, screwing up the double length episode pilot episode airing really screwed it over, they aired it as the finale and made the second episode into a new pilot.
