In the books he uses his influence to get a plan of the prison and then to get a cell where digging would be the easiest. He didn't start right away. It's still stupid because when they threw him in solitary they 100% would go through his stuff.

Andy saying he was "as indictable" wasn't exactly true since he could easily get a plea deal for turning against the warden and Hadley.
