Actually the movie distance from the original concept. In the TV show and manga, Shocker was formed by former nazis. For example Colonoel Zol was canonically a former nazi officer that was saved by Shocker from execution but they couldn't afford a white actor so the character was played by a Japanese actor. Anno's Shocker is more a parody of the Church of Unification

I didn't like it very much compared to Godzilla and Ultraman but it's worth watching
