in real-life the inmates almost certainly were trying to make it to the mainland and drowned in the bay. in order to give the movie an ending they invented the angel island thing and the flower the police find that supposedly doesn't grow there

I doubt they really made it since they were never heard from again and the police were watching their relatives. Most likely they drown in the bay and the bloated corpses were sucked out to sea to be eaten by scavengers.
