If it were Tony who discovered it first hand then I think he would have been very disgusted and would have wanted to kill him in the moment. If Vito was able to scurry away before Tony had a chance to act, then it would come down to whether or not Tony told any of his crew first. If Tony didn't tell anyone and Vito reached out for the cash offer, I believe Tony would have accepted the money and sent Vito to work away from Jersey. But if Tony told anyone about it then the pressure from within the family would have led to him ordering the hit.
