They hired the same actor because they were in a rush and presumably they got along well behind the scenes (not the only time it happened during the series by the way). I think it's a matter on record that McGoohan conceived the finale on a weekend LSD bender after being pressed to end the series on a deadline.

McGoohan refused to do romantic scenes with actresses due to his Catholic beliefs. Having his daughter in the scene prevented it from getting too romantic.I think that looks even worse now...
