Not really, it is Sauron and Sauron is the ring. It's only real purpose is to bring the ones who wear the other rings under his command. The ring tempts weaker people with the belief that they can become all powerful but unless you're one of the Valar or a high tier elf you'd just fall under Sauron's control.

Simply put, it "amplifies your natural abilities". So for Hobbits, who are naturally good at sneaking and not being noticed, it buffs up that ability to the max by turning invisible. Sauron's "natural" ability is controlling things.

Yes, for the aforementioned buff it gives. But the Ring has a will of its own and will inevitably corrupt anyone bearing it. Weak people will simply become slaves to it (and thus to Sauron). Galadriel and Gandalf could _maybe_ force their own will onto the ring, but they're wise enough to know that it would inevitably corrupt them to just become a mirror of Sauron in their behavior.

It turns you into a host for Sauron. Hobbits, dwarves, and regular humans make for shitty hosts, so Sauron sent the nazgul out to retrieve the ring so he could find a better body to hold him. If a numenorean or an elf put on the ring, then Sauron would probably be cool with it and let the ring slowly corrupt them and make them stronger.

Non-hobbit Isildur also turned invisible with it. That's not a Hobbit-specific ability. Also Tom Bombadil tests the ring by putting it on, and when he doesn't turn invisible it shows how he's a strange and powerful enough being that he's not affected. It doesn't show how "he's not a Hobbit"

Sauron has a body. The whole concept of him being formless until he regains the ring is a Peter Jackson movie invention. In the books he has a body throughout the war of the ring, Gollum even meets him and describes him as still missing fingers from when Isildur chopped the ring off him.
