Not really, it is Sauron and Sauron is the ring. It's only real purpose is to bring the ones who wear the other rings under his command. The ring tempts weaker people with the belief that they can become all powerful but unless you're one of the Valar or a high tier elf you'd just fall under Sauron's control.

That's not a Hobbit-specific ability. Also Tom Bombadil tests the ring by putting it on, and when he doesn't turn invisible it shows how he's a strange and powerful enough being that he's not affected. It doesn't show how "he's not a Hobbit"

The hobbits didn't know much about the ring so it just turns them invisible as the ring partially puts you in the spirit realm
