The 90s. Disney renaissance and many studios were trying to get a piece of that pie. And Japan still had a strong enough economy that they could make weird straight to video animes.

They got technically better at it during the 1950s/60s but a lot of the spark and creativity of those early years were gone and it was way more by the numbers. The "Disney" renaissance and brief golden age of anime in the late 1980s/90s were just a brief return to the technical prowess that had been lost in the 70s/80s, there was nothing special about it.
