I think 9 and even 10 are "classic" tier despite having a few cracks starting to show.
Conversely, I wouldn't consider 3 "classic", it still has the undercooked feeling of the first two. Some of that is even present in 4 but it's clearly hitting its stride by that point so no one cares.

Around that time many writers of the golden age were leaving to work for Futurama and King of the Hill, and it shows.

Season 9 was hit and miss. It was a hodge-podge. One good episode, one bad episode, one good episode, one bad episode. All in all, it still had good, classic episodes in it, so it isn't a complete waste.

The Mike Scully Showrunner period represents the Silver Age.
Good stories for the expanded universe, terrible for the show as a functioning sitcom. Set it up for the next 25+ years of running on fumes by making the city entirely flexible.
Probably because he was the only one from Springfield.
But seasons 9-12 represent a mixed bag, some episodes are classics that rival anything in the Oakley/Weinstein, Selman or Jean/Reiss era and some are indicators that the series is becoming too formulaic especially in the Homer is too much a stupid jackass, Lisa is too preachy parts.

I mean, doing a solid show for a whole decade is an achievement in itself. Most intelligent people have about one or two really brilliant ideas in them. The fact that this show shone for as long as it did is a testament to the high quality of its writing team, most of whom graduated from Ivy League schools like Harvard and Princeton, etc.
