Earth had an atmophere at least kinda sorta close to Krypttonian tolerances given how fast Zod adapted to it, a moderate temperature, and lots of liquid water. Venus is much closer to the sun, has crazy winds and an atmosphere hostile to most organic life and Mars is a desolate rock with nothing to work with but ice. They probably would have been able to tolerate Mars but earth was the preferable option
