The irony is that humans don't REALLY express empathy to one another either. They treat people suffering physical or mental degradation due to residual radiation from the war like shit. When Deckard buts a new goat instead of his wife sharing in this moment with him she runs off to tie empathy box to basically get social media updoots. It's suggesting that the Androids are at least developing empathy for one another but the only character who truly shows empathy is J.R. Isadore who doesn't care if someone is human or disabled or synthetic. While Tue film is great it basically glosses over all of this.
