I think Rian is still more to blame considering he deliberately derailed the sequel trilogy by killing off Snoke, etc. JJ had to literally shoehorn Palpatine back in (pretty sure Oscar Isaac even admitted recently that Palpatine was put into the script in ROS re-shoots) because otherwise the third and final film of the trilogy had basically nowhere to go. But Kathleen Kennedy apparently gave Rian carte blanche to do whatever he wanted, so I guess she's the one who ruined Star Wars even more. Imagine being JJ and having to clean up that mess.
