No Tony in those seasons isn't remotely evil, and in fact, does a lot to seem like a decent enough person while characters, especially his mother, act far worse. In fact, the series was initially mainly about David Chase writing about a character going through the same problems he was having at the time, going to therapy, dealing with his terrible abusive mother, etc, it was never about Tony being evil. It was far more about David Chase dealing with psychological issues through the character of Tony Soprano.
