It's not really a case of smallness. Previously they were bone/wood and could be broken or just not made in such a way that bronze ones can. And when bronze ones appear around 1200 or so it's pretty much immediately afterwards (possibly even right then and there in the collapse what with the collapse of records) that we start seeing cavalry appearing more and more.

Without a good bit for the horse you aren't confident in your controlling. Possibly why while the Aramaeans and Neo-Hittites here are able to full on parthian shot in 860BC or so the Assyrians in contemporary art do their cuck-chair "One horseman holds the reins while the other shoots the bow".

You can see why you'd be okay with a horse you can't 100% control to be a messenger who might engage in a light little skirmish (as we see in period art) but not be willing to go full on cavalryman.

It's likely due to scarcity as well. A horse in combat can be easily killed and likely smaller ancient societies didn't have horses in abundance or bred on a scale that allows them to be used for warfare. They were likely used for immediate needs like keeping their society operating.
Only when there's a surplus of resources can people even considering expending valuable livestock for such purposes.

If Nolan had decided to go full retard and accepted the fact that the story is mostly fictional and set in a mythologised era of the ancient world, he could've been fully created and created a totally unrealistic but ultimately creative and entertaining reimagining of ancient greece in a cool and aesthetic way. Inversely, he could've decided to go fully realistic, and have the film showcase a historically accurate depiction of the bronze age (something which has never really been done and is ripe with opportunity for creative innovation). But instead he strikes this pathetic middle ground where he acknowledges the presence of the gods, and has the film filled with retarded historically inaccurate and downright lazy stuff (like giving all the greeks generic classical-era armour which wouldn't exist for 1500 years) but also has the film be incredibly boring visually, grey in palate, and dry in execution. It's the worst of both worlds. Either commit to it being a total fantasy, or commit to making it realistic. Ultimately the biggest sin of this film, as far as I can tell from the trailers, is that it looks like it will be unbelievably dull, and that is the one cardinal sin which no movie can justify.
