When it peaks, it really goes all out and you can see how much was put into it to make it that awesome, but even when it goes through downtime you're still generally getting quality episodes every so often that are exploring the world and characters in various ways. Just so long as you expect a decent number of episodes to suck, while always knowing they'll be more great things around the corner that make it more than worthwhile, you'll really enjoy it.

tv anime peaked in the 90s mainly because those shows were made as prime-time nationwide shows which means they could use more money and more animators per show in general.almost zero anime are aired at prime time now. even doraemon and shinchan had to move from a prime-time show to an early evening show. one piece is now a sunday morning show. sailor moon and dragon ball were aired at prime time in the 90s.
