I really liked Butcher's arc in the comics. After Homelander dies, he doesn't find peace and tries to kill The Boys so they can't stop him releasing the virus.

The list of people he had let live or could have let live all boils down into how they handle him in the moment. The Seven were sycophantic dickriders obviously afraid for themselves. Stillwell controlled him but was also saw him as a monster as did the scientists. Butcher and Edgar saw right through him and treated him with contempt but it's because of that that he decided to spare them at times. All was needed is not treating him like an alien lifeform.

For all of his supposed need to be seen as above humanity, the show continues to hammer the idea that a shred of empathy could go a long way to at least slowing his mental decline. But because the status quo is edgy Gen X nihilistic swampfeed and having Agent Orange rule thier brains, Homelander has no other option than to be Blonde Hitler. It's fucking trash.
