I like that O'Reily overused the word cumstain.
McManus makes Emerald City as like a bleeding-heart experiment on how to do better prisons. Like, he has all these ideas about how to make prison safer and more about rehabilitation than punishment. And all this clearly fails. Because Oz is just objectively the most violent and dangerous prison in America. Where every single prisoner ends up worse than they started. So obviously, warden Ernie Hudson always wants to shut it down. But, McManus is always pleading for it to keep going. Why doesn't he realise he was just wrong?

They can learn which regular prisoners can do, have slightly more freedom, and have glass instead of bars (which is stupid for obvious reasons).
