I understand the going back to give him some water, but he could have just stashed the money first then gone back straight away to spoke to the sheriff and told him about the shootout, let them take the agua and help the guy

I guess calling the cops from a phone booth to save the guy who was bleeding out didn't make sense to him. He rather just walked there to give him water. Sure as hell helps against bullet wounds
