He doesn't truly want to created a perfect world, he is a bored genius to whom life is so easy it poses no challenges of any kind. He takes the Death Note out of sheer boredom and curiosity, and tests it as such. When he realizes he actually killed people, he has a nervous breakdown and he then starts making up an ideology on the spot to justify to himself that he just murdered people.

When L comes into the picture, that is both a challenge, a cure to his boredom because just writing names all day isn't the most interesting thing to do, and an affront to his ego.

While that is true, the Japs also have a long standing tradition of political assassinations (which I think is one of the better aspects of their society).
Before and during WW2, the government had absolutely no power and anyone opposing whatever the military did on its own got assassinated.
Similar story with the Shinzo Abe guy. He practically got everything he wanted.

Jin Roh- Jujutsu Kaisen, Barefoot Gen, Assassination Classroom, Akumetsu, Chainsawman Part 1 and Witch Hat Atelier are all Manga I can count without thinking that directly criticise the Japanese goverment and/or society. Granted, besides maybe Jin-Roh the political themes are not well executed, but that's beside the point. And none of these stories are niche or undergroundy these are/were large mainstream successes. If we look at Video games, Silent Hill F and the Ace Attorney games are also highly critical of the goverment or Japanese society.
