Being open 24 hours was something the happened over time. Stores would close a bit later than competitors to get a little extra business at very little extra cost. Once they decided to capture the 2am-3am bar closing crowd, it stopped making sense to close just for two or three hours. Many stores stayed open simply because their competitors did. Covid gave them an opportunity to collude together to rollback to midnight or earlier closing.
When I lived in Atlanta during the dotcom boom, there was a Home Depot (Sydney Marcus Blvd) that stayed open all night. Now it's a struggle to find a McDonald's open all night. At least Waffle House is always open.
