Being handsome and charming he could have been Lockhart, but if you're going to have Bowie you don't want him to turn out to be a pathetic worm. He might have done Sirius well. A definite shame is not having Rik Mayall as Peeves. It would have been one of the most perfect live action castings ever along with JK Simmons as JJJ. If I recall properly it was set to go ahead but then Peeves was cut from the movie.
