The implication is he'll do whatever necessary to see the mission through. If he has two zeroes it means he'll do it reliably. He's not some pussy that cries over having to strangle a motherfucker, even if its just a common mook doing his job who might blow his cover sort of thing. You have to remember that Bond is suppose to be a cold blooded killer. They're not sending Mr Nice to negotiate with the villains
