It is fortunate no one got hurt, but the fact that no one did is a relief not a reason to lessen the crime. The right thing would have been to stop the car when he got into the parade and/or pulled over when the cop pulled him over. Instead, he swerved into several people and traffic obstacles, and ignored the cops. That is like saying a bank robber shouldn't get as harsh of a sentence because his shots all missed people so no one actually got hurt.
