There is something about modern movies that makes them all look uninspired and low quality even when they have huge budgets behind them. Hell low budget movies from 30 years ago feel way more soulful and look way more interesting from a visual standpoint. Why is that?

Budget/resources aren't everything. How many people talk + dream about theme park rides they paid hundreds to immerse in all day long? At some point you have to be honest about the quality (purpose) of pursuing an idea, and how much it takes to make that idea believable. Shooting on digital is much quicker than film. New SAG rules state you can’t keep actors on set 16 hours anymore. That means shooting on digital in a green void, and sending the dailies to a rendering farm to add in the background details. There are also Green laws that mandate using LED lights instead of sodium phosphate bulbs.
