The Sopranos takes the idea of being arrested seriously because it's supposed to be very real. Breaking Bad is basically a comic book where Walter escapes arrest multiple times for very silly reasons. In Sopranos Hank wouldve just kicked the camper door in after finding the bullets and came up with an excuse to justify it later. There were no cameras on scene and no one would've asked questions about it in court inside were a poor high school teacher and a junkie retard. Just as one example. Tony very nearly gets pinched and would've gotten life without parole because one witness possibly implicated him at the scene (not even as triggerman) where Matt was murdered.

It's basically 2 different realities so of course Tony is more "professional" and concerns himself with involving civilians. He has to.

Tony does have his very small moments like when he let Artie point a gun at him and get away with it. Yes he definitely genuinely loved Artie as a person and cared for him. But he himself told Davey who he was and no he did not protect Davey he enabled Davey to bury himself deeply enough to have to surrender his entire store. He wanted Davey as a mark and even stole him from Richie who was actually right and gave much more humane terms ironically enough. Richie simply cut Davey off and told him he could not paid until he paid back iirc about 2 grand which even in 2004 or whatever was a relatively paltry sum. Granted that's not because Richie gave a fuck Richie just understood Davey could be bled indefinitely as a continuous source of income for decades and Tony wanted an immediate large scale payout.

That part becomes a bit weird because in season 4, a similar thing happens. Artie lent money ($50k), that he had gotten from Tony, to that French guy. After Artie tries to suicide, Tony visits him in the hospital and he tells Tony how he is like a "hawk", being able to see 20 steps ahead and Tony always ultimately ending up as winner from the whole ordeal. He tells Melfi that story and he is unable to grasp it.
I'm not sure if the creators did that intentionally or they missed that part.
