No, it is widely known they simply track various physiological conditions and note spikes in them. Criminals are superstitious and cowardly lot and if they think a machine can tell if they lie they'll believe it. It is a tool for obtaining confessions

At least when Umbridge was imposing her arbitrary-composed rules on Hogwarts, in the fifth Harry Potter film, they were visibly posted and uniformly enforced. And they bothered to actually pay their custodian Filch.
Luckily for the students, they weren't randomly penalized for unspoken rules against posting images of animated amphibians or revisiting joke discussions.

In the movies and books (and upcoming show) the Wizarding world seems harsh. But, at the very least, they provide opportunities for monetary compensation for squibs like Filch.
Objectively speaking, Filch is worthless in their magical society. By all rights, they would be better served by having him ground up for Hippogriff food. But, merciful as they are, they still ensure he's paid for his custodial services.
The only beings who work for free are the house elves, and they're literally sub-human.

There is also the context of Crouch's son being accused of being a death eater, so he had already fallen from his impeccable position. He needed someone important and people thought Sirius was almost as Voldemort's right hand.
