Does he even do anything to show him being either smart or stupid? The only thing I remember is that he figures out where the glider is, but that doesn't seem like much to me. Pretty much his entire character is just knowing where the President is because he works with The Duke, then following Snake around doing nothing.

This is mostly how I felt. Great atmosphere up until he meets Brain. I do really like the theater section and the escape from The Crazies. After that it falls off really hard. Zero tension, zero atmosphere, nothing interesting happens. The Duke is massive wasted potential, and Donald Pleasance is so horribly miscast he brings down every scene he's in.

Notice that Snake survives his time inside the Manhattan complex even though he's never been there, which tells you the world outside is just as bad if not worse than the prison.
By not showing the real world, Carpenter is saying a lot with less.
