also every college was hooked up to the internet in the 90s, so college students would be the only ones with access to non-dialup internet in the mid 90s (although a lot of times that was only in public computer lab facilities not dorms, so we still weren't downloading a lot of porn)

Another problem in the mid 90s were the places you had to call into, like in my area the nearest dial-up numbers for ISPs (AOL in particular) was long distance, so you got charged for that too. No way was my dad gonna pay for that lol. I think by about 98-99 a lot more local dial-up hubs had become available to fix the problem. The first internet service my parents got was was in 1997 from a local ISP run by one guy and his daughter did the billing - but their number was local so we didn't have to pay long distance. Just as importantly, that was about the time ISPs started billing a flat rate by the month instead of the user paying my the minute, and also by 97-98 56k seemed several times faster than 36.6.
