What’s weird is that the strangler didn’t even kill anyone

I had this idea for an episode. Michael visits Toby's last workplace to find out why he left so he can get some ideas on how to get him to leave Dunder Mifflin. At first Michael is delighted when he meets Toby's old boss and finds out he hates him as much as he does. But then Michael realises they were genuinely bullying Toby and he begins to feel sorry for him.

Michael returns to work ready to apologise to Toby but his absence has meant an important meeting went badly and the company lost a client. Toby is furious with Michael and lets his emotions get the better of him, insulting Michael on a personal level. Michael doesn't react, but he doesn't reveal what he's learnt of Toby either. He tells Toby to never change and realises their sparring is a much better environment for him than being bullied.

>don't kill anyone
>get sentenced to death anyway
Scranton justice is rather hardcore.

Why would Toby be furious? He's HR not on sales commission
