Dude, Dick Tracy has like, over 200 villains in his rogues gallery. This was a standalone film sure, but it sure as hell had more in the tank to choose from when it came to antagonists had they ever intended on doing any sequels which never manifested. Just getting the universe and the setting established was the hardest part of the movie in that regard but it succeeded. Just not with any more additional movies.

I dunno if it was just Batman. There was a clear demand for pulp noir and adventure stories at the time. You had Who Framed Roger Rabbit come an be a huge success, Indiana Jones was still going strong, The Rocketeer. Dick Tracy comes and does okay, which leads to The Shadow and The Phantom which don't do well and kind of killed the trend.
