Roger probably realized that using Doug's journal entries to humiliate him would be far more violating and have more actual potential to be (social) life ruining than his usual schoolyard bullying, and couldn't bring himself to do it. It's one thing to taunt and embarrass a kid through pranks and whatnot, it's another to expose his embarrassing secret thoughts to everybody at the school.

The message was that Roger is cruel to Doug in a controlled manner, almost bordering on friendship, maybe even trying to toughen him up. Doing something like exposing his journal was malicious, and when given the opportunity to commit a serious act of malice against Doug, he likely never considered doing it for a second.

Considering Roger is actually a couple years older than the rest of them from being held back, it's probably out of jealousy more than anything else. Like, when you think about it, Doug moves to Bluffington and instantly gets attention, becomes popular, gets a best friend, even his love interest is pretty friendly and interested in hanging out with him (eventually to the point where she admits she likes hanging out with him the most.) He's ostensibly a nerd that isn't good at sports or dancing or being a leader or social interactions in general, and yet he's always coming out on top with his classmates encouraging and respecting and cheering for him.

Man, fuck Doug, that motherfucker has it all. Roger tries desperately to be the one people look up to, fails, and then goes home to a trailer. I'd be pissed too.
