They could have spinoff characters also become champs in different weight classes. I guess you could've make Drago be champ in a different boxing federation. Still, with Creed retired that's kinda moot and with how many years have passed and everyone has become so old it's completely moot.

I checked and viktors actor is 35, which is a pretty common age for heavyweight champs, he could still make a movie
