Arresting Palpatine was stupid because it would be impossible to keep him detained. He'll just use force powers to kill whatever guards are watching him and easily escape any prison he's kept in. They should've just murdered him in a meeting or something and tell the public it was necessary since he was too powerful to be kept alive.
