That's the surface level of the comedy, but the actual theme of the film itself is people being absolutely dedicated and steadfast to an ideal that is pointless, inane, stupid, or nonsensical.
You've got the People's Front who are absolutely dedicated to ousting the Romans, even though they admit that every aspect of their lives is better under Roman rule, you've got the centurions who are serious about their job to the point where they help Brian with his graffiti because they're so focused on doing things the right way they miss the bigger picture, similarly they stand on ceremony so long that they keep letting the people they are looking for hide, the Caesar has a stupid voice and goes into a frothing rage over people laughing at his friend's stupid name, the people that follow Brian are so immediately focused on him as the messiah they lose all ability to think for themselves, the guy in the hole completely gives up on decades worth of his vow of silence because he has his foot stood on, the merchant can't just make a sale without haggling. It's all just people over-complicating things for no reason.
