Sam gazes at Frodo in Ithilien, noting his beauty, and thinks to himself, “I love him.” They hold each other on the long trek to Mordor — Tolkien said in a letter that he “was [probably] most moved [...] by the scene when Frodo goes to sleep on [Sam’s] breast.” On a different night, Sam “comfort[s] Frodo with his arms and body.” And they are pretty much constantly holding hands: in the Dead Marshes, through Shelob’s lair, and while they sleep in Mordor. They kiss at least four times; another time, it’s specified that they don’t kiss, which has interesting implications.

He also said that Sam is inspired by batmen, the soldiers assigned to a commissioned officer as a personal servant. The batmen assigned to British officers in European trenches were predominantly Indians, and the name "Gamgee" has that vaguely Indian vibe. I think its safe to say that Tolkien had a romantic relationship with an Indian batman which is the basis for the love between Frodo and Sam.

Makes sense. Sam also constantly says “Mr. Frodo” with almost ritual repetition, in exactly the same deferential cadence as Indian English speakers saying “Sir”. Tolkien was a philologist, you cannot tell me he didn’t hear that rhythm in his head while writing. “Yes, Mr. Frodo” is basically the Shire equivalent of “Yes saar.”
I wonder whether Gollum represents British society’s disapproval of gay interracial relationships.
